In 1900 the author was appointed plenipotentiary on the part of the United States at the congress of the powers then negotiating at Peking with the Chinese government for the settlement of the troubles which had arisen through the Boxer outbreak in the preceding year. He was then appointed to the committee entrusted with the preparation of the scheme of reform in the ceremonial at the court of China for the reception of foreign representatives. He recorded its phases and negotiations into this book, complete with illustrations. |
