Primarily on the basis of official government documents of China and the countries included. In this study, the author examines the emigration problem in general, details the demographic, topographic, ethnographic and labor conditions of the provinces from which emigration occurred, then gives a detailed survey of Chinese immigration history in the countries or areas named above. Focusing primarily on California, Collidge traces the changing attitudes of the American public toward the Chinese, which resulted in the Restriction Law of 1882, and finally in a series of Chinese Exclusion Laws. The Cuba Commission was sent in 1874 by China to Cuba to investigate the condition of Chinese coolie laborers. All investigations were conducted verbally with 1,176 depositions being taken. The report published here in English and in French concerns the "procurement" of Chinese laborers in Macao, Amoy, Swatow, and Canton by decoy and abduction, shipment to Cuba, enslavement, ill treatment, and the lack of effective legal redress. Pertinent legal documents of the Spanish government are arranged in the back of the report. |
